The date is 20 January 1993, and Bill Clinton has just been inaugurated as President of the United States. The Cold War has been won, with the collapse of the USSR, and Saddam Hussein has been forced out of Kuwait. The US economy is the largest in the world, while its closest economic rivals, Japan and West Germany, are both subordinate allies. China’s economy is approximately 13 times smaller than that of the US. The world is ready for Pax Americana [1], the way the Clinton family understands it.
BACKGROUND
Pax Americana is an alternative description of globalisation, an ideology set to dominate the Western world for the next six presidential mandates. And if up to the Clinton family, an ideology to be sustained in the future. Globalization, otherwise termed postmodern liberalism [2], aims at:
Pax Americana is an alternative description of globalisation, an ideology set to dominate the Western world for the next six presidential mandates. And if up to the Clinton family, an ideology to be sustained in the future. Globalization, otherwise termed postmodern liberalism [2], aims at:
Weakening the established world order (families, communities, countries) through limitations on:
- national sovereignty (including anti-Zionism, minority empowerment, multiculturalism)
- private property (e.g. anti-discrimination laws)
- free market competition and economic initiative (e.g. through state regulations, environmental legislation, trade sanctions, complicated tax, and labour legislation)
- personal freedom - e.g. freedom of speech (by imposing political correctness and laws against hate speech), the right to carry weapons, etc.
- the importance of the traditional family as the building block of society
And gradually substituting a new world order by:
- imposing a universal non-religious value system (including feminism, gender-ideology, early years sex education, special rights for minorities, animal rights, etc.).
- imposing a universal non-religious value system (including feminism, gender-ideology, early years sex education, special rights for minorities, animal rights, etc.).
- shifting power from democratically elected governments to corporate bodies and administrations (e.g. the trade agreement TTIP, GREVIO, ECHR, etc.)
- Strengthening the role of non-transparent, international organisations (e.g. UN, IMO, IMF, Council of Europe) and movements
- Increasing the responsibilities of government administration and NGOs not accountable to the public in all areas of personal and public life.
These ideas are enthusiastically accepted by Scandinavian and German- and French-speaking countries, which begin to systematically impose them domestically. The goal is to create a world with a common market and without national borders [3]. And without God, of course. For the postmodern liberal elite of the EU, this is the long-awaited ideology through which to expand east to secure ‘Lebensraum’, cheap resources and, above all, strategic depth.
To succeed in this policy, the postmodern liberal government of the United States changed a very important doctrine: to prevent the united European powers from overwhelming Russia and creating a superstate with the potential to displace the United States as leader of the free world. This development unfolded in mid-2014, with the beginning of serious economic and political confrontation between the (German-dominated) EU and Russia. During Obama's administration, these countries receive full US support for exerting economic, political, and military pressure on Russia. The support is mainly as a strong dollar (support for EU exports to the US), low oil prices (reduced EU financial transfers to Russia), and political support for the EU in Ukraine.

Under President Obama, the main instrument for internationally spreading postmodern liberalism is the US State Department, led by Hillary Clinton. Since postmodern liberal ideas lack electoral support, the main way to impose this ideology in the US is through the Supreme Court, the Department of Justice, and its subordinate the FBI.
POLICY CHANGE IN THE USA
But something happened. Part of the American elite came to realise that globalisation is working against US interests. By offering favourable trade deals in exchange for adopting the ideological hegemony of postmodern liberalism, the United States was economically exploited by exporting economies like China and Germany. As major consequences of this policy, China’s GDP is now comparable to that of the US, while a monolithic EU is forming around Germany, with GDP outstripping that of the United States, to which the EU is no longer willing to remain economically subordinate [6]. Russia is also more active in international affairs. At home, the American people are increasingly dissatisfied with the price they must pay for their leaders' global ambitions.

Russia is also more active in international affairs. At home, the American people are increasingly dissatisfied with the price they must pay for their leaders' global ambitions.
So, 24 years after winning the Cold War, and for the first time in its history, the United States faces a massive threat. In the short term, it must solve its problems with China; however, in the medium term, the biggest threat is posed by the economic and political conglomerate of the (German-dominated) EU and Russia. Faced with these two threats, the Trump administration has defied the resistance of the postmodern liberal elite by making a sharp turn in US politics. This has already been and will continue to be associated with many dramatic events, both domestically and, inevitably, internationally.
There are several reasons for the rejection of postmodern liberalism by the US ruling elite (especially in the Republican Party):
- Domestically: since a very large electoral base in the United States opposes postmodern liberalism, fighting these ideas could ensure the re-election of Republican candidates for decades to come (the Reagan effect).
- Domestically: since a very large electoral base in the United States opposes postmodern liberalism, fighting these ideas could ensure the re-election of Republican candidates for decades to come (the Reagan effect).
- Economically: maintaining postmodern liberalism is very expensive (recall how the USSR was eventually bankrupted by supporting its internationalism), and US business do not want to bear the costs. In other words, fighting these ideas will stabilise and preserve the leading role of the US economy.
- Internationally: spreading postmodern liberalism stimulates China's economy and will help the EU to get control over Russia, thereby creating a common European market from Lisbon to Vladivostok. The emergence of such a conglomerate of human potential, territory, and resources is enormous, and potentially the only real threat to US global hegemony. The EU's reluctance to sign TTIP [7], the construction of North Stream 2, and the intention to build an European army [8] further strengthens US suspicion of the bloc’s real ambitions. In short, the fight against postmodern liberalism will reinforce the US's leading position on the world stage.
- In addition to the reasons outlined above, the commitment of US foreign policy to ‘progressive’ liberalism limits its room for manoeuvre in international politics. The new political line seems to embody ‘Realpolitik’.
THE BATTLE FOR THE USA
The current change in political direction fundamentally challenges the postmodern liberal elite, which has almost complete control of US institutions.

'The four page memo released Friday reports the disturbing fact about how the FBI and FISA appear to have been used to influence the 2016 election and its aftermath ... The FBI failed to inform the FISA court that the Clinton campaign had funded the dossier...The FBI became a tool of anti-Trump political actors. This is unacceptable in a democracy and ought to alarm anyone who wants the FBI to be a nonpartisan enforcer of the law’. [9] These facts were very likely known to Trump's team a year ago. He even alluded to it in mockery during a press conference with Angela Merkel: ‘At least one thing we have in common - both of us were under surveillance by the Obama administration’.
Why is this information being released now? What is actually happening in the US right now?
It appears that, the conservative wing of the Republican Party is gaining control over US governmental institutions. The Battle of the State Department is over. The Department of Justice and its subordinate the FBI are next in line. After the release of the above-mentioned information, the battle may already have entered its final phase, an assumption supported by the panicked response of the Democrats [11].
WHAT IS PRESIDENT TRUMP DOING?
1. With regard to free economic initiative and competition. Since taking office, Trump has systematically and very resolutely waged war against the legal barriers to free economic initiative, eliminating regulations and rejecting many of the existing climate and environmental regulations he considered harmful to the American people and businesses.
- On 30 January 2017, President Trump signed an executive order altering the way executive branch agencies create regulations. Known as the ‘2-for-1’ rule, it requires agencies to offset the costs of a new rule by modifying or eliminating at least two existing rules [12].

- On 2 June 2017, he announced that the United States would withdraw from the Paris Climate Agreement. To explain why, President Trump stated simply, ‘I was chosen to represent the citizens of Pittsburgh and not Paris’.
- Since the Trump administration came to power, the US Environmental Protection Agency has been working to abolish the plan to limit power plant emissions [13].
- In March 2017, President Trump authorised the construction of the Keystone XL pipeline, cancelling the decision by the Obama administration to block the project for environmental reasons [14].
- In October 2017, president Trump announced that he would start new drilling for oil and gas in the Gulf of Mexico, in an area the size of New Mexico.
- In December 2017, Trump's administration removed the requirement for coal companies to prove they have the financial resources to clean up any pollution they cause [16].
In sum, Donald Trump has begun to systematically destroy the environmental protection business model he considered to be blackmailing the state and hindering free economic initiative. Through various actions in support of traditional energy companies, he has blocked green energy producers from gaining a monopoly position.
2. With regard to the demolition of the established world order (weakening national states and anti-Zionism).
- In March 2016, during his election campaign, Trump proposed to strengthen security on the US southern border and openly opposed the admission of refugees to Germany [17].
- In March 2016, during his election campaign, Trump proposed to strengthen security on the US southern border and openly opposed the admission of refugees to Germany [17].
- On 6 May 2016, Trump announced his support for Brexit, declaring that the UK would be ‘better off’ outside the EU [18].
- On 6 December 2017, Trump's administration recognised Jerusalem as the capital of Israel.
- Later that month, it announced a dramatic reduction in contributions to the UN and UNESCO budgets (currently, the United States provides about one quarter of the UN budget) [19].
- On 26 January 2018, while attending the World Economic Forum in Davos, Trump directly threatened to stop US financial support for the Palestinian Authority [20].
With these actions, Trump's administration has directly impacted postmodern liberal globalism and anti-Zionism.
3. With regard to the spread of ‘progressive’ social ideas (feminism, gender-ideology, early years sex education, etc.). The arrival of the Trump administration brought rapid and radical remodelling of the main international perpetrator of this ideology: the US State Department. The examples are many:
- In the first year of the Trump administration, the State Department has lost 60% of its career ambassadors [21].
- Reduced resources for ideological influence. Secretary of State Rex Tillerson halted new appointments and proposed a 30% budget cut [22], most seriously impacting funding for international aid [23]. On May 23, 2017, a State Department Statement [24] declared that its new priorities would include efforts to counter terrorism, support Israel, promote border security, and battle transnational crime and the spread of infectious diseases. The statement makes no mention of women’s empowerment programs and efforts to fight climate change, issues that rose to prominence under the Obama administration. Direct funding for non-governmental organisations serving ‘niche missions’ has also been withdrawn [25].
These actions have prompted stern criticism of the Trump administration. Leading diplomats such as Elizabeth Shackelford resigned in protest at the US government’s failure to demonstrate commitment to promoting and protecting ‘human rights and democracy’ [26]. Former State Department analyst and strategist Stewart Patrick observed that ‘this seems to actually be a concerted effort to diminish the role of the State Department in U.S. foreign policy and hamper its abilities to pursue policies that would be considered overly globalist’ [27]. In January 2018, Thomas Shannon, the State Department’s last senior supporter of the postmodern liberal agenda, left the organization. The liberal press described his departure as a ‘heavy blow’ to the State Department [28].
The actions of the Trump administration on this front are not limited to the State Department.
- The negative attitude of the new US leadership to the George Soros organisation is also obvious. On 22 October 2016, Donald Trump Jr. used Twitter to publicly accuse George Soros of fuelling the racial conflict in Ferguson [29]. On 7 November 2017, Senator Steve King (R. Iowa) accused USAID of transferring government funds directly to organisations supported by George Soros in the Balkans to spread postmodern liberal ideas [30]. Interestingly, voices from the UK have joined this assault. On 12 February 2018, Nigel Farage commented that "‘Instead of Russian Collusion, Press Should Look at Where Soros' Billions Are Going’ [31].
- On 21 November 2017, Donald Trump banned transsexuals from serving in the US Army [32].
IS PRESIDENT TRUMP SUCCEEDING?
IS PRESIDENT TRUMP SUCCEEDING?
This can best be judged from the reactions of his fiercest opponents. In January 2018, George Soros sought to convince a Davos audience, with the intention of raising his supporters’ spirits, that President Trump was only a ‘temporary phenomenon’ [33], though undoubtedly a ‘danger to the world’ [34]. The improving relations between North and South Korea at the Winter Olympics in Pyeongchang has shown that these are yet other predictions of Soros’ that are not coming true.
The mainstream postmodern liberal media in the United States (NYT, WP, CNN) are evidently worried by Trump, as reflected in the pitiful articles stories they publish or broadcast daily: a sure sign that they are losing ground.
Even Trump’s opponents have issued some praise: for example, on 18 January 2018, Apple CEO Tim Cook was forced to admit that the Trump administration’s tax reform was at least partly a positive development [36].
By contrast, on 2 February 2018, Nancy Pelosi (Democratic leader in the US Congress) threatened that her party would do its utmost to trigger a constitutional crisis if President Trump initiates changes to the leadership of the Department of Justice and the FBI [37].
USA VS. EU
USA VS. EU
The current actions of President Trump's administration indicate that the United States and the EU are engaged in a trade war [38]. This state of affairs is also evidenced by the EU's refusal to negotiate free trade terms with the United States if the latter does not re-enter the Paris Agreement [39]. At present, the confrontation has yet to escalate. From the US perspective, this war is necessary to prevent the EU achieving economic, political, and military emancipation, and a possible victory over Russia. As noted above, this would represent an existential threat to US global hegemony [40].
The war is being waged and conducted at different levels:
- Economic:
1) lowering the dollar price (hindering European exports to the US); and
1) lowering the dollar price (hindering European exports to the US); and
2) increasing the price of natural gas and crude oil (increasing transfers to Russia).
These actions will weaken the EU’s position while simultaneously strengthening Russia.
- Political:
1) limiting the EU’s global influence by boycotting and ridiculing every European initiative; and
1) limiting the EU’s global influence by boycotting and ridiculing every European initiative; and
2) simultaneously blocking every common EU response through the Eastern European countries (hitherto rudely pressed by the Brussels leadership).
- Ideological:
1) identifying the EU with the Third Reich and disseminating media messages with references to WWII, etc. [41]. This will greatly weaken the already vulnerable electoral positions of the ruling parties in Europe;

2) igniting internal conflicts within the EU and supporting all separatist movements.
WHO WILL TRIUMPH?
For several years, Germany and other postmodern liberal countries in the EU have been fighting an economic, trade, and political war on several fronts:
1. with Russia – seeking to suppress the Russian economy and secure access to cheap resources. In recent years, Germany has achieved great success: Russia's revenue from energy sales to the EU fell by approximately 50% from 2014 to 2016 [42].
2. with the United Kingdom - for its fragmentation after Brexit (separation of Ireland and Scotland) [43] and for the most profitable part of Britain’s economy, the financial services industry, estimated to be worth around £70 billion per year [44, 45]. There is an impression that Britain is about to capitulate.
3. with the countries of Eastern Europe (especially the Visegrád Four) over sovereignty and human resources.

3. with the countries of Eastern Europe (especially the Visegrád Four) over sovereignty and human resources.
From 2017, the United States entered these conflicts. Its aim is to prevent the postmodern liberal core of the EU from triumphing over Russia, Britain, and the Eastern European countries, thus endangering US global leadership.
In these conflicts, the United States, the United Kingdom, the Eastern European countries, and Russia are natural allies because they all oppose a politically centralised EU. By contrast, it suits their interests for the EU to be politically weak, but economically strong, ensuring that it: regularly contributes its fair share of arms and defence costs (US); can afford to pay for energy and raw materials (Russia/USA); does not jeopardise the United Kingdom’s political integrity or threaten to disrupt London’s importance as a financial centre after Brexit (UK); and does not financially and/or demographically exploit the weaker economies (East European countries).
WHAT SHOULD BULGARIA DO?
We have never understood why Bulgarian politicians have made such serious strategic errors in the past. One plausible explanation is that they were blinded by the technological and organisational development of the Central forces, causing them to overlook the importance of strategic depth in war. While battles are won with technological superiority and good organisation, victory in war depends on strategic depth.

While battles are won with technological superiority and good organisation, victory in war depends on strategic depth.
Today, we see that besides strategic depth, another key factor in the United States preserving its global leadership role is its flexibility and adaptability. If necessary, those in power are able to see their mistakes, recognise the realities, without being overwhelmed by the past, and make sharp political turns. Today, the US has realised that globalisation favours its competitors; consequently, it is returning to the well tested historical formula ‘divide et impera’ [46]. It is obvious that this move will strengthen US global hegemony for decades to come.
It is yet to be determined whether, in this decisive historical moment, Bulgaria can correctly position itself. In this regard, we should at least observe the actions of Romania and Greece, our natural allies in the region.
